Recently, NetDragon, together with its subsidiary EDA (Thailand), launched an artificial intelligence (AI) initiative supported by the Thai government. This program aims to build an AI-driven “Learn-to-Career” ecosystem, connecting education, skills development, and productivity enhancement, thereby helping Thailand cultivate a workforce equipped for future competitiveness.

The collaboration was officially launched in Bangkok, demonstrating that, under increasing policy support from the Thai government, AI is not only serving educational scenarios but also acting as a key driver for workforce upskilling, enhancing economic competitiveness, and promoting long-term productivity growth across industries.
Leveraging EDA (Thailand) as a local ecosystem builder and NetDragon’s global experience in AI-powered learning platforms and digital talent systems, the initiative addresses Thailand’s current critical challenge: how to achieve large-scale talent development and workforce transformation in the context of AI rapidly reshaping the labor market.
Advancing AI-Driven Talent through MoU
As a key component of this initiative, all parties officially signed a Memorandum of Understanding (MoU) to establish a long-term cooperation framework, systematically promoting Thailand’s development in AI-driven learning, skills assessment, and talent cultivation.
With the policy support of the Ministry of Higher Education, Science, Research and Innovation (MHESI), NetDragon and EDA (Thailand) will jointly develop an AI-powered learning platform, a competency assessment framework, and career linkage mechanisms, ensuring that Thailand’s talent development aligns precisely with actual employment needs.
The MoU reflects the parties’ shared commitment: by integrating AI throughout the full Learn-to-Career process, it ensures that skill development outcomes are effectively realized as measurable productivity gains and enhanced employability.

Impact of “Learn-to-Career”
At the heart of this collaboration is the redefinition of “career readiness” in the AI era. Unlike viewing AI as a single or supplementary skill, the “Learn-to-Career” model integrates AI throughout the entire talent development process - from competency assessment and personalized learning path design to practical application and career alignment.
The program is designed around measurable, outcome-driven objectives, helping learners, educational institutions, and employers connect precisely. It ensures that skill development stays aligned with the continuously evolving demands of the job market.
Global Industry Insights
During the panel discussion session, Dr. Simon Leung, Vice Chairman and Executive Director of NetDragon, noted that AI is reshaping industries and social structures at an unprecedented speed and scale. He stated: “AI is evolving at a rapid pace, sometimes even beyond our expectations. Governments must take a proactive role in guiding its development to ensure that the benefits of AI are shared across society.”
Drawing on regional development comparisons, Dr. Leung highlighted that Asia’s policy-driven approach has effectively accelerated the adoption of AI across industries. He added: “China’s top-down policy framework has enabled the widespread deployment of AI across sectors, and Thailand’s current direction is equally encouraging and impressive.”

Creating a Level Playing Field for SMEs
NetDragon and EDA (Thailand) also emphasized the equalizing effect of AI in enhancing productivity, which is particularly significant for small and medium-sized enterprises (SMEs), the backbone of Thailand’s economy.
Dr. Leung noted: “For SMEs, AI is a powerful equalizer. It can significantly boost productivity and help narrow the development gap between SMEs and large enterprises.”
By integrating AI-enabled skills frameworks and clearer competency assessment standards, the initiative aims to help SMEs more efficiently access AI-skilled talent, while enabling workers’ employability to be more transparently measured and recognized.
Building a Replicable Regional Model
All parties agree that this collaboration has the potential to serve as a replicable model for other emerging economies in Asia. It demonstrates how, with strong policy support, public-private partnerships can accelerate the adoption of AI while maintaining a clear focus on workforce development outcomes.
Looking ahead, NetDragon and EDA (Thailand) reaffirm their commitment to expanding the reach and accessibility of AI-powered learning, deepening cross-sector collaboration, and building a resilient talent pipeline to support Thailand’s sustainable economic growth.
